Unlicensed Contractor Returns To Face Charges

AVENTURA (CBS4) ― A man whom Miami-Dade police said had no license to perform work as a contractor and who fraudulently took money from homeowners in the Aventura area, returned from Kentucky on Thursday to face charges before a judge at the Metro Justice Center.

Capt. Skip Washa of the Aventura police department told CBS4 Peter D'Oench there have been at least 19 people who were victims of David Carlisle Rasner.  

Gail Rohner is one of 18 residents at the Mystic Point condo who says she was victimized. She says three years ago she paid him a $1000 deposit to get hurricane shutters installed in her high rise condo. She is happy to hear that Rasner has been charged with Grand Theft and Contracting Without a License.

"I feel that citizens should prevail and we should fight for what is right," said Rohner.

She felt fearful once she knew Hurricane Wilma was going to hit South Florida. 

"I remember calling him two weeks ahead telling him, 'There's a hurricane on the way, when are you going to hang our shutters?'" said Rohner.

Capt. Washa went on to explain that Rasner was accused of taking deposits from people, which might total as much as $100,000, and he never did work. 

Most of the alleged fraud had to do with soliciting clients for hurricane shutters.
