HAVANA (CBS4) ― Tropical Storm Fay lashed southeastern Cuba with downpours and heavy winds Sunday, churning  its way over the center of the island before heading towards the Keys. While there, it caused some flooding and forced evacuations from low lying areas.

Dozens of sparsely populated, low-lying communities were evacuated and in Camaguey several buses left filled with residents, including young children and the elderly.

Jose Rubiera, Cuba's chief meteorologist, said Fay had brought gusts of wind of up to 70 mph, but he said the main concern of civil defense officials was the effect of heavy rains.

Fay was expected to gain force and could be near hurricane strength when it moves off the island early Monday.

Cuba's government issued a hurricane warning from Havana eastwards to central Sancti Spiritus province. A tropical storm warning was also in effect for the Florida Keys, where authorities ordered visitors to leave.
