ID Released Of Suspected Carjacker Killed By Cops

MIAMI BEACH (CBS4) ―
The name of the armed carjacker who police say terrorized a Miami Beach cab driver before cops shot him last week was released Monday.
Lawrence Raymond McCoy, 29, pistol whipped a Miami-Dade cabbie and took off in his ride, police said. The department is investigating the police-involved shooting after the same Miami Beach police officer Adam Tavss -- shot a tourist from Virginia. Tavss along with three other officers were also reportedly responsible for firing at McCoy four days later.
All the officers -- except for a volunteer -- involved in the McCoy shooting are on administrative leave. The officers are Frank Celestre, Miami Beach Public Service Specialist Gisela Tacoa. Steve Stuart, an off-duty Miami Beach Reserve Officer, is a volunteer and is not on leave.
The first incident occurred on June 14th when two brothers Samir and Husein Shehada -- were walking near 11th Street and Washington Avenue.
Police had received reports of two men in the area wielding guns. Husein Shehada, 29, was gunned down by a Miami Beach police officer around 4 a.m. Sunday. His family says Shehada, who was visiting from Virginia, was not armed.
"He didn't do anything wrong he didn't make any quick movements it just didn't seem like there's any justification," Samir Shehada said in a phone interview from Virginia with
CBS4's Tiffani Helberg. "He was my best friend. We talked everyday. We hung out all the time and to just see him alive again for the last few moments that he was on this earth it hurt me a lot."
Tavss was placed on paid administrative leave and returned to work on June 18th.
That night, Miami Beach police Det. Juan Sanchez, said a taxi driver Robertaud Toussaint was carjacked at 3rd Street and Alton Road on South Beach by a man armed with a gun. The suspect McCoy allegedly hit Toussaint in the head with the gun and took off with his taxi, said police.
McCoy, 29, then fled across the causeway, which links Miami Beach and downtown Miami, but he was driving west toward Miami while in the eastbound lanes, against traffic.
Police said the man crashed head-on into another car, and jumped from the taxi in an effort to flee police. When he got out of the taxi, he exchanged gunfire with officers. He was hit and taken to Ryder Trauma Center where he was pronounced dead.
