Miami-Dade Water and Sewer Department (WASD) Statement on Tropical Village AKA Mirassou Condominium
Since August of 2008, WASD has attempted to work in good faith with the property management company and homeowner association for Mirassou Condominium regarding their outstanding water and sewer bills.
WASD entered into three separate payment arrangements with Mirassou. The first one was entered into in September 2008; the second one in December 2008; the third was made in February of this year. Each time, Mirassou broke the payment arrangement; they either paid late, paid only a part of what was due, or did not pay at all. In one case, just this month, Mirassou paid with a check for $42,335.50 that was returned due to non-sufficient funds in their account.
Despite all this, WASD kept the water service on at Mirassou.
After months of late payments, partial payments and broken payment arrangements, WASD attempted to enter into a fourth payment arrangement with Mirassou this month but an agreement was never reached. With this history, plus an outstanding balance currently totaling $124,581.04, WASD had no choice but to cut water service to the condominium complex on April 14, 2009.
Despite having cut off the water on April 14, WASD discovered on April 15 that the water meters were tampered with and water was being supplied illegally to the condominium. Tampering with water meters is a violation of County code. At that point, WASDs standard operating procedures call for removal of its meters from the violating property.
WASD is still willing to work with Mirassou to restore water service, but the association must make a minimum payment of $47,626.04 in order for this to happen. The actions of the property management company and association for Mirassou have unfortunately created this problem for the residents and have forced WASD to take drastic action.
